Customs: (insert invective here)

After more than a year of ordering DVDs from online stores (most frequently from e-bay), I encountered yesterday the most shocking surprise of my life. 

I ordered four DVDs from an online store in the UK (Chaplin Mutuals volumes 1 and 2, Chaplin Essanays volumes 1 and 2) for GBP 49.72.  Add the shipping costs to that, and it would come out at GBP 61.50.  Yesterday, I got a notice from the Post Office informing me that the package has arrived.  When my staff got there, he was presented with a tentative assessment sheet detailing the numerous fees I had to pay.  the breakdown is as follows:

At 10% rate of duty, and at P72.11 = GBP 1, the Total Customs Duty amounted to 443.47.

Add to this the Import Processing Fee (P250.00), Customs Documentary Stamp (P250.00), and BIR Documentary Stamp (P15.00), the Total Taxable Cost became P5,393.23. 

Multiply the Total Taxable Cost by the EVAT Rate of 12%, and you would have to add 647.18 to the Total Taxable Cost.

Then, it shows the summary of the amount I had to pay:

Customs Duty: P443.00
Expanded VAT: P647.00
Import Processing Fee: P250.00
Customs Stamp:  P250.00
BIR Docs Stamp:  P15.00

All this brought the total to P1,605.00!

This is more than one-third of the total amount I had to pay for the items plus shipping!

I was really at a loss on how this came about.  Shameful as it sounds, I just gave the Customs officer half of that amount just so my package would be released.

Somewhere, somehow, there must be something fishy about this.  I wasn't even going to use this for commercial purposes.  It is really discouraging when the amount of taxes we are burdened with is not commensurate with the value of the product we purchased.

It happened to me once, in Caloocan Post office, almost the same assessment ,feeling ko niloloko ako that time . What I did was I pretended knowing someone in the City Hall that I would ask if what the Post Office guy doing is okay. He immediately said...pangmiryenda na lang P 200. . I gave him 150.

ang masakit pa dun. yung fedex or yung ems.. sige sige lang ng bayad.. tapos sayo i rereimburse, as if go signal ka agad..


buti nalang sa qc di pa ganun ka tindi ang computation. atsaka sa manila rin.. i ordered 10 caps from Uk.. parang.... 50 pesos lang yung tax.

Feeling ko, ganoon na silang ka-garapal.  Mabuti sana kung official invoice ang pinakita sa iyo.  At least alam mong dapat lang.  Pero tentative assessment eh.  Tapos, puwede pang pakiusapan.  So, ano ibig sabihin nun?

OK lang sanang magbayad ng tax eh.  Pero tingin ko kasi, sobra-sobra ang sinisingil nila.  Para namang gagamitin ko for commercial purposes yung binibili ko, eh for personal consumption lang naman.  Kung more than one-third ng total retail price plus shipping, or almost half of the retail price yung tax, eh kailangang mag-isip-isip muna.  Siguro, meron dapat mag-explain sa atin nito, someone na from BOC or something.  Feeling ko, may mali talaga.

Beware sa gift label.  I once had a package from JSDVD that was labeled as gift even though I didn't tell them so, it's bargain 999 NT$, less than 2,000 pesos.  But it was like 8 discs in individual amaray.  EMS ang courier.  Post Office opted to calculate it per disc with estimated value.  Ayaw maniwala sa printed invoice and I paid someting like 2,000 din for duties and fees.  Ayaw din ma-paareglo then kasi may hidden cam daw sa kanila, baka mawalan ng trabaho...

Meron ako order sa amazon uk nawala tapos nag padala ulit ng  kapalit na item so wala ng value  naka sulat na tax pa din ayaw maniwala na kapalit lang yun pero nakuha sa P150... kahit yun sender pareho ng surname mo meron pa din tax sa post office. Yun "gift label" baka sakali makalusot lang...

Pag umo-order ako sa Yes Asia, I also ask the, to label it as gift.  Or kung hindi pwede, I just tell them not to put any amount on the receipt. Pumapayag naman sila kaya PhP30 lang binabayaran ko rito sa Valenzuela. Pero I also make sure na less than 5 discs lang ang ino-order ko. Pag marami kasi, "nagdududa" 'yung checker. Since walang amount sa receipt, wala naman sila magawa.

Ako naman, I wouldn't mind paying taxes so long as 'yun 'yung rightful amount.  Nakakainis 'yung tinataga, eh.

Meron na naman akong dumating na mga DVD today.  4 separate packages sya, yung isa mas malaki kaysa doon sa tatlo dahil tin packaging sya.  Surprisingly, dineliver dito sa office, so I didn't have to pay anything.  Nakakapagtaka yung inconsistency.  Wala namang nakalagay na through Royal Logistics sya dumaan.  Ang weird talaga.  Madalas mangyari ito.  Ano ba talaga ang sistema?

sa laki ng tax defecit, siguro binigyan ng go signal ng BIR ang customs to tax away.... kaya kahit i resibo, e di mas panig pa sa bir since mas liliit ang deficit..

Dahil yata sa Lateral Attrition yan eh.  Pag hindi nila na-meet yung target, sila ang mananagot.  Kaya feeling ko, kahit sobra-sobra, icha-charge nila para lang ma-meet yung target nila.

worth P8k of "toy" naka label na gift only at naka gift wrap pa. pinakitaan ako ng computation worth P4k
sabi ko wala ako pera, ayun tinawag ako sa office ng custom agent dun kame nagusap at sinabi sa akin:

"magkano ba kaya mo? yung hindi naman kami talo"  sabi ko yung uncle ko na pulis na lang kukuha at nung tinatanong ko name nya nagalit, konting pameryenda lang matigas ka pala sige papunthin mo uncle mo.

nakuha naman ng uncle ko, nag-tip lang sya ng P50, pang halo-halo.



june 2008, qc post office nia road, mejo mabait pero same pa din.

pinadalhan ako ng friend ko from canada ng gaming video card worth P12k. pinakita sa akin ng taga customs yung listahan at computation. anlaki: P5.5k kase daw import dues. at kung anu-ano pa.

sabi ko: sir, baka pede yan yung walang resibo katulad dun sa post office sa sampaloc pede dun e.

customs qc: ano? loko yung mga tagaron ha... sino nag offer sila o ikaw?

sabi ko: sila po di ko nga alam na pede pala yun e... ano payag ka ba?

customs qc: e sino ba nag offer? ikaw di ba ... basta malinaw na ikaw ang nag-offer. teka ibaba mo muna yang cell mo. nirerecord mo b ko?

sabi ko: ok, pero P500 lang pera ko dito, pantaxi ko hanggang bahay P150, meryenda pa ko.

cutoms qc: akina yung P500 mo, eto P150 pamasahe mo... sabay abot ng matigas na pandesal na nahagingan ng peanut butter, o meryenda mo.

May kaibigan ako who tried to ask a UK company to under-declare the cost of his package para hindi siya madali sa customs. Sinagot sa kanya:

You're so rude! We cannot believe you would even suggest we become a part of an improper criminal act such as that. We no longer would like to do business with you. Please consider your order terminated, and do not try to contact us in the future, or we shall be reporting you to the proper authorities.

Tawa kami ng tawa... how British. Lalo na yung opening, "You're so rude!"
