Enter "make DVD" in the www.videohelp.com search box and you will find different options. Here's one:

DVD authoring software usually come with menu makers. For the subtitles, that's a bit complicated, and you'll also find a guide in the same website. You'll need to demux the disk and get cell times, insert the picture version of the subtitles file (or convert it to a picture file first if it's in text), remux the disk, burn the whole thing to an image file, then check it using a player like Nero showtime to see if the subtitles follow the images on the screen before burning it to a blank disk.

I use ConvertxtoDVD (PC only) - as long as you have the right .srt file and .mpeg or .avi movie, you would be able make a dvd from your mpegs with on/off subtitles. The program is also easy to use, just drag and drop files. By the way, make sure that your .srt file and movie file have the same name in 1 folder:
Example:
Koinomon.srt
Koinomon.avi

Srt files can be found here:
http://subscene.com/

By the way, ConvertXtoDVD has only one main menu - you can assign chapters, but the chapters have no menu of their own.
