What is the cheapest DAC with optical inputs and headphone out

The Fiio E17 has an optical input, but you might need some kind of adapter. I'm not sure if it ships with it or where to get it if it doesn't, but one of its ports is a combo SPDIF jack (coax+optical).

Both the optical and coaxial adapters are included. The E17 is DAC + amp for 6k.

i think the latest super pro DAC is a little bit cheaper, has both usb, optical, and coaxial input

I may be wrong, but the Encore Enma may have an optical input and headphone output...
