I have an old 21" crt tv that i still use sa veranda, problem is pag may sun pa, hindi ko masyado makita image sa screen plus may reflection ko pa, nakikita ko sarili ko hehe.

Sa gabi wala problem, malinaw pa crt kahit maliit, btw pang videoke din ni mrs

I have a bar adjacent to lanai with sun roof. You should check out panels with matte screen. I had one mounted eye level when seated at the bar stool. It's a 32" Sharp Aquos brand circa 2014 that I bought from Singapore. No problem with glare or reflection. I'm sure they still sell panels around 21" with matte screen that may suit your purpose.
