If you could possibly consider pre-owned stuff, try to find an AVR for around 7K-8K and then try to work out with DIY Master about a possible 12K-13K set of speakers.  I think you wont be able to include a subwoofer muna for that amount, so sa next ipon nalang yon. Or perhaps get 3 speakers (2 fronts + subwoofer) muna.  I think that would sound fuller than most HTIBs.  Hindi mo nga kailangan ang loud because of your room size, but you would still want a fuller sound kahit hindi mo malakas ang volume dahil sa kabitbahay - nagagalit ba kapitbahay sa ingay?

Problem with spending good money on an HTIB, you might end wanting to upgrade to a full size HT soon.  In that case, mapapamahal ka lang lalo.  So I would suggest na kahit hindi mo makumpleto agad ang full 5.1 system within 20K, then paisa-isa nalang muna.

sir,

if it's just a small room, you're only considering b-new, and you're on a less than 20k budget, HTIB would be the best way to go ... some sellers here like Oysterboy and Remal Sales have HTIB's starting at 8k+

another way to go is if you can spare a few more pesos is to buy a 32-inch tv and package it with an HTIB - the HTIB gets heavily discounted ... i saw Remal Sales selling 32-inch Panasonic 32c10x LCD TV for 20k, then just add 6k for HTIB .... this makes for a total home theater package
Marantz NR1200, MartinLogan Motion 20 digital audio setup, and Sony A80J

Just want to add, if you are comfortable with DIY you may want to add an external Lattice Phase Equalizer circuit (connected to the output of your DVDP and AVR or amplifier). Should cost less than Php 200.00. Please PM me is you want the schematics and Bill of Materials.

Same din sa harmony or different?

http://en.wikipedia.org/wiki/Lattice_phase_equaliser

Puwede niyong paglaruan iyung R3.
