PLDT is probably capping the download speed to control and regulate the total use of available (but limited) bandwidth, and not because Hollywood is already pressuring them to.
In Japan, Paramount pictures is probably the most active in terms of issuing Copyright Infringement warnings through the ISP. But no speed limiter is being imposed at all. The ISPs would simply request you to delete the time stamped file and remind you that it's not legal to download those stuff.
The thing is, it appears that Paramount has only been able to monitor the traffic through public trackers. So I know many people who got warning letter for downloading AVIs from sites such as Piratebay and Isohunt. Lesson learned, beware of Paramount releases - for now.
