Yep, this is the 80's cartoon cult hit Spiral Zone! "Earth's most powerful soldiers fight the spiral zone..." Dirk Courage. Zone Riders. Black Widows. remember?
Anyway, I've recently gotten my copy of this 14-disc DVD set of the COMPLETE series. For more info, just visit this site http://spiral-zone.com. Its the only place IN THE WHOLE WORLD where its available.
Mind you, this is not the official TONKA release. ???Its just the next best thing. And quite possibly and in all likelihood (based on the story behind the creation of this dvd) the only way this cartoon will ever be released in our beloved format. :'( As such, I'm not sure if I'm allowed to post this here. Mods, just approve, disapprove, edit as you seem fit :)

Despite his good intentions for fans of the show, his press release makes it clear that it is a pirated product.
