i just saw in another forum that we in the philippines can now open a send-only paypal account. i signed up a few minutes ago with my credit card issued here :)

Yup signed up as well and it works. Too bad merchants still can't use it as an online payment option. Would've been great for PinoyDVD Marketplace sellers.

what exactly is a "send-only" PayPal account? does it mean that we can now purchase items in eBay U.S. via PayPal?

Yes, "send-only" means you can now purchase goods and services from any Paypal  merchant (including eBay sellers) using your Philippine credit card.

The limitation is that your account cannot be used to receive money. Online Philippine sellers with (presumably) Philippine bank accounts still won't able to use Paypal as a payment option on their respective sites.

Even if we are limited to the "send only" option, this opens up endless possibilities on ebay (U.S.)  :)

Next questions is whether we have to synchronize credit card and paypal shipping addresses.

Not sure about shipping addresses but you can always choose to verify your PayPal account and become part of their Expanded Use Program. It's a pretty straightforward procedure which can be accessed via a link under the My Account section.

in answer to your query, only thing i could think of is ease of payment since most ebay sellers (outside of the phils that is) prefer paypal payments.  With regards to paypal checking if the items you paid were sent to you, dont think that they do that. then again, might be wrong.

nope.  it does not do that.  sa experience ko, it only tells both the buyer and the seller that payment was sent, but it doesn't tell you whether the goods have been sent or not.  You'll have to ask the seller about that.  One of the major advantages of paypal is that it makes it possible to file a claim or dispute and refund your payment kung sakaling magkaproblema sa transaction like may damage or hindi mo na-receive yung items.  Paypal gives you buyer protection.  Read more about it here:  https://www.paypal.com/cgi-bin/webscr?cmd=_pbp-info-outside

i feel you man. same thing just happened to me. i tried to purchase an oppo dvd player. i thought the payment didn't go through but then i checked my credit statement online, the payment got reflected. however, i called up the bank and they told me if paypal does not forward them within 2 weeks. the transaction will be cancelled and they will refund the full amount to my card.

for now, the $268 charge to my card is still "floating".

It says, by the way, that limited access accounts can receive payments, but not send money. Pero it says in the previous posts, send only lang ang Philippines  ???

Even if your account could receive money chances are, bye bye na ang payment mo. You can get items cheap at ebay but you have to accept the risk of not receiving the item you already paid for. It's the reason you have to check the reliability record of the seller. Another thing that can happen is the item gets lost during shipment. USA mailing is very reliable but if you live in a wide open neighborhood and your package arrives while no one is at home, delikado.

I once bought a $300 car stereo from ebay and the Fedex package sat on the porch for 3 days. OK naman kasi yung neighborhood but I can't imagine doing the same thing if I lived in Queens NYC or the Bronx for example.

I apologize for my ignorance, but I'm a little confused.

I have signed up for a PayPal account using my billing address here in Manila.  What if I would want to purchase something on eBay and have it sent to somebody in the US?  Would that be possible using PayPal?

I think this would depend on whom you're purchasing the item from.

I did this by specifying it on the notes or message area to have my package sent to Johnny Air - NY ;D

  • PayPal charges US$1.95 to your credit card.

  • PayPal automatically credits the US$1.95 charge to your account.





What exactly is the PayPal Expanded Use Program?  What advantage does it have?  Is it compulsory?

I may be wrong, but I believe it's a verification status that allowa the account holder to pay for goods amounting to $100.00 up.

first time to use paypal on purchase made at ebay.com. smooth transaction, closed deal on jan.23, shipped on jan.24 and received it here on jan.31. total charge was around US$110.
the item is an IBM thinkpad X24 LCD screen.

hirap humanap dito sa Manila. Meron nag offer used unit for P10,000 :o

just a reminder for people who buy stuff from ebay and use paypal from philippines: as international buyers, we cannot have paypal confirmed shipping addresses. they're only available to US, Canada, and UK. some US sellers will only ship to confirmed shipping addresses, so read the item descriptions carefully or as the seller.

It's possible, but it really depends on the seller. Some merchants do not allow international Paypal transactions even if the buyer uses a verified account.

My advice is to check first with the sellers before bidding or purchasing items from them.

i just noticed it when i paid for an ebay item earlier. the paypal confirmation email that i received showed that my shipping address status is "unconfirmed", even though my paypal account is already verified, and my ebay shipping address is my credit card billing address on paypal.

we'll see what happens. the seller is from HK, and my ebay account (since feb 2002) has a feedback score of 9 (all positives), so i hope he will not refuse my payment.

I used Paypal Philippines.
So far, so good.
You have to get verified right away though. Because if your card isn't verified, you'll be have a sending limit of $100 (total). After verification, sky's the limit. By the way, I'm using a BDO Mastercard ShopMore Card - and they have low dollar-peso conversion rates. :)

^Yup. We now have 2 options to get paypal payments: debit/credit card and bank withdrawal.

Debit/Credit Card - you can have your paypal funds trasnferred to your debit/credit card. So lalabas meron ka funds sa card mo that you can use. Pero there is a $5 charge for every fund transfer. Tapos most likely your bak will also charge you a transfer fee. Kung hindi naman they will use a lower exchange rate. So make sure you provide a buffer when selling is US $$$.

Local Bank Accounts - just register an approved local bank (i.e. BPI, BDO etc) with all your personal and bank information. After that you can start transferring funds from your paypal account to your local bank. If you are transferring more than Php7K it's free. PAg less than Php7K there is a Php50 charge. But if you are moving US $$ (or other foreign currency) there are some other charges (mga currency exchange fees).

Overall I think this is great since we can fully utilize paypal na -- especially sellers.
Yun nga lang...make sure to add a small buffer sa selling price nyo to cover the taxes and fees.

been using paypal for the past three months, and i have yet to encounter a problem with sending/receiving money. the only problem i had so far was due to the fact that my package failed to arrive after almost 2 months since it was sent. in this case, i had to haggle with the seller directly and he offered to send me a refund through paypal also.

good to note. I gather that one of the key benefits of using PP is the buyer / seller protection.  did you find this applicable in your case, let's say the package never arrived.  TIA

it's not safe to pay direct debit tru ATM for you will give them your PIN which they might got into the wrong hands. sign for paypal as safest way of paying online.

my bank also sending reminders not to give personal info of my account online.  ;D

I just used paypal for an item I won on ebay - currently awaiting shipment and the seller confirmed it naman.  Am just thinking, what if the seller already 'claims' the paypal payment I made, even before he ships the product?  Doesn't paypal, as part of their buyer protection program, hold the payment until receipt is confirmed?  Would appreciate your response.  TIA

So far I've had a number of transactions sa ebay.com and ebay.ph ok naman lahat.
Pero I deal mostly with international sellers. Pag dito I look for a contact number, pag wala I ask for 1.
Tapos meet up na lang. Kasi nga sa ebay.com kahit pano merong buyer protection.

Yes, ebay int'l.  Thanks for the response bro.  I've done some deals sa ebay.ph, much simpler you're correct since you can contact and meet up with the seller/buyer.  Actually am more cautious about international, cause it's harder to plead your case I feel.

So to clarify, let's say you were able to justify a refund, who's liable to refund you?  Ebay/paypal itself or do they extract it from the seller's account? Or does ebay/paypal oblige the seller to pay you back directly?  TIA

depende po sa situation...

Nung ako.. meron ako binili sa isang seller sa ebay.. dumating ung item after 3weeks kso nde po 100% working... kinausap ko ung seller about dun sa item.. and nagkasundu kami na i-replace ung item.. so pinadala ko ung item and after nya maverify na sira nga sya.. nagpdala ulit sya.. after 3weeks nde ko pa rin nattanggap ung replacement.. then umabot ng 1 month.. wala pa rin... Nasa mabuting kamay na cguru kya di dumating  :-[. so email ko ung seller and sinabi ko na wala pa ung replacement...After some discussions sa seller..nagdecide po sya na i-refund nalang ung bayad ko.. sa time din yun.. binalik nya 100% ung bayad ko sama pati shipping.. :)


Pwde rin po kyo magfile sa ebay ng Item not received.. gagawin lang po ng ebay eh, bigyan lang ng warning ung seller.. sa alam ko after ng 3 warnings dun palang ma-bban ung seller..


para po mabawi ung pera nyo.. kailangan nyo mag open ng PAYPAL DISPUTE.. basahin nyo nalng po link sa baba kung papano..

i've been a paypal member for over 3 years already and haven't had any problems with their service. the problems i encountered are those with ebay sellers.
my golden rule based on my experience -- buy only from reputable companies selling on ebay and don't purchase from individuals. good luck guys!

When dealing with individual sellers on eBay always check their ratings.

For me, I always make it a point to deal with sellers who have 98% upwards positive rating. I check the feedbacks of the previous clients and see if they are totally or superiorly satisfied with the seller. I also check what their negative ratings are isf any and how the seller dealt with it kasi naman maybe kaya lang nagkaroon ng negative rating not entirely of the sellers fault. There are also buyers on eBay who are really so unreasonable and can be complete jack asses.  ;)

safe. i even had a payment return na ( i use HSBC ) sa aking card kasi nagka dispute kami ng isang seller sa ebay and nanalo ako, paypal handled the dispute pa, wala akong ginawa kundi nag complain lang sa kanila :D

no need to fill up the billing info because you already have that in your paypal account.  what you have to fill up will be the shipping address if it is different from the billing address..

You have to get verified right away though. Because if your card isn't verified, you'll be have a sending limit of $100 (total).

In case I dilly-dallied with the verification process and got 'cursed' with a $100 sending limit, what's my way around to get a higher sending limit?

As far as I know there are only 2 options na tinatanggap ng PayPal right now, credit card and Unionbank Debit Card.
You really have to have either of these 2 in order for you to complete your registration.
You can only use a bank account when withdrawing money from you PayPal account.

Your shipping country will always also be the country which issued your credit card that you registered with PAYPAL.

What store are you trying to purchase from? I can use my paypal account to order stuff and have it shipped to a U.S. address. All the credit cards I registered with them are locally issued. I have not encountered that same problem where it defaults to Philippines.

It's in Yahoo Shopping(Skin-One), I was originally going to pay through Paypal but I could not get around the default PH thing, so I paid with my credit card instead. some sellers especially on ebay will not accept any other shipping address except that registered on your paypal account.  you can however email the seller if he does accept any other address other than that on Paypal..

It's been a while since I used Ebay but I think you're right. They do provide their own shipping address template separate from the Paypal address. But I've never tried it using a US shipping address. Have you tried it with a US shipping address? Thanks!

Thank you, I'll do that. I'll just inform the seller to use the Ebay address and disregard the Paypal address.

But I still want to know how to change the Paypal default country setting in the shipping address for future transactions just to avoid any confusion. So if anyone here figure it out, just keep us posted. Thanks! :)

Default country setting will always be Philippines if you chose Philippines as your country when you registered.  If you want a U.S. address, you'd have to register under paypal U.S.  Problem is... your credit card should also be a U.S. issue.  :-\

I too am registered under Philippines using my local address and i've never had problems using paypal when shopping online.  :)  If I want my items shipped to JAC, I just enter it on the merchant's website upon checkout.  With regards to ebay, I make JAC my default address before buying or bidding.  :)

I don't think you can do this sir.  Not with paypal philippines.  You'll need a credit card to purchase stuff.

You can, however, receive money/paypal payment from other users and withdraw/transfer it to your peso savings account.

When you select PayPal it will direct you to the PayPal website and ask you to log in. Then most of the merchants information will be there and all you need to input will be your info (amount, CC to use etc). Submit and then you are good to go.

I think there is a 4% charge when you send money to PayPal (PH to US or within US). Some sellers in another forum always ask for a 4% charge on top of the amount that they are selling to cover the PayPal charge when they withdraw their cash.

Usually if the site is designed properly enough, you will be guided through a process of purchasing the item along with paying for it via PayPal.

Thanks bro... I managed to resolve it by speaking online with the US Paypal support person and also my credit card company rep. Apparently, since my first transaction was significant at US$ 1.5k, I had to break it down to 3 smaller chunks of Paypal transactions.


The credit card company approved it the first time around but Paypal security engine thought it was too much of a risk for a first time transaction so they revoked it. Anyway, I am now regularly using it and so far so good!

Okay, hard to admit that all this talk about Paypal is flying over my head. I don't own a credit card so I can't apply for a Paypal account, although I do have a BPI Savings Account. Question is would anyone happen to know of a company or service that offers Paypal assistance to folks like me who wants to purchase stuff on Ebay but can't do so because I don't have an account? Nanggigigil ako sa mga comic book back issues na hindi ko mabili because I don't have Paypal.

^ umm... before when paypal was not yet available locally.. I used bidpay and xoom.com (http://www.xoom.com) money transfers when purchasing from ebay.  Though, only several sellers or merchants accept payment methods other than paypal, kaya limited lang yung sellers na pwede ko bilhan.  You can still try though... send the seller a message first asking him if he is willing to accept other methods of payment like xoom.com and bidpay.  You can also try sending money or check in an envelope, although, this method is pretty risky.  What I did before was, I sent $20 payment hidden inside an envelop and sent it via EMS (which cost me about P200+ to send) para at least pwede ma-track and within 5 days nasa seller na yung payment.  ;D

You may also try moneybookers.com (http://www.moneybookers.com), though I haven't tried this yet... just check it out.   :)

why not try to get Paypal from Unionbank? As far as I know sila ang official na Bank here in the Philippines na recognized ng Paypal.

Well I do not have a credit card pero I can use Paypal easily, since yung EON Card ng Unionbank is a Debit card that functions like a credit card. Just link it with your Paypal and that's it!

Yun nga lang, unlike Credit Card, kelangan may laman na pera yung EON Card mo to be able to purchase something online seamlessly.

When you enroll at Paypal they will give you an access code (or something).  You can use that access code for verification upon enrollment.  After verification, you can already use Paypal as long as you have money in your credit card that is linked to your Paypal account.

and regarding shipping, someone told me that residents from quezon city do not directly receive their purchased packages from abroad. one has to go to the post office where the shipped items are taxed heavily. is this true? if a buyer requests the seller at ebay for fedex as courier, will thethe package tbe sent directly o his home? will the item be taxed heavily too?

It depends, if you buy from ebay.ph (Philippines-based) you can ask the seller to use Fedex, etc. you will not be taxed and the item will be delivered to your specified address.  For ebay.com (Foreign-based), in U.S. they usually use USPS and alike and the shipping cost is VERY COSTLY.  If I may suggest, you may use a courier provider like JAC, Pobox.ph and others.

Go to Send Money - enter email addy of the seller - enter the amount then in the drop down box choose euro as currency.  If there is an available paypal balance in your account, automatic yun ang default payment method and automatic din yun na ico-convert ng paypal to euros.

I don't have a credit card, but was advised that I should just get a Unionbank Eon card for Paypal purposes.

Is this the best way to go about it?

I only have a regular savings account with BDO and PS Bank, other than that, I am completely off the grid.  :-[

You need some form of card which can be charged for retail purchases. By definition, that's a credit card. I'd say that it's very easy to get a credit card nowadays. Just go to your bank and they'll be more than happy to give you a card. It's business for them.

Since I don't want to have a credit card but would love to have a verified Paypal account. Now enters Unionbank's Eon card which I guess (been reading since this morning duh) was exactly made for Paypal. It's more of a debit card than a credit card if I understand it correctly.

Anyways, if anyone has any experience with Eon used for Paypal kindly share your thoughts too, otherwise, I'll get a credit card na lang, BDO has been bullying me for years and even sent credit cards that are ready for activation already but like I said... I'm avoiding credit cards.  :D

Unionbank's eon is the way to go. I have used it for long time now.

Once you get your Unionbank debit card, apply for an online Unionbank access, so that you can view your bank statement.

You may now proceed with your Paypal Registration then request for your debit card verification. After paypal acknowledges your verification application, view your Unionbank bank statement and take note of the Paypal code.

Go back to Paypal and input Paypal's code and you are ready to go.

That sounds like the logical option, if you don't want a credit card. :)

It's one of the few debit cards that are supposed to work with Paypal. :)

'kala ko this Eon card walang membership fee... meron din pala... ::)  but it works only like ATM (direct debit form your acct.) whereas CC can be used also on other purchases even your bank acct balance is low.  :)

You can do away with P350 renewal fee by opening and maintaining your account at 10K.

Sorry my bad, it was 10,000 for the ADB (average daily balance) and 25,000 for the account to earn interest.  :)

Hi Pao,

Went to Unionbank this morning and applied for the Eon already, sadly, it would take 5 working days before I get it, plus the time to take Paypal to verify my account. So no shopping yet hehehe... soon. :D

Also went to my BDO branch and asked about a credit card and they were more than happy to give me one right away but I declined and wanted to learn more about it first. ;D

Brader, dito ako sa Valenzuela branch nag apply kaya it took me 7 banking days kainis talaga ang tagal. Buti na lang yun bibilin ko sa eBay may "Buy It Now" button kaya di ko need mag bid.

Nakuha ko na kanina, apply ko muna internet banking, di ko makuha yun 4-digit code na pinadala ng Paypal unless I do so.

Hay waiting na naman... bagal ng Unionbank...  ;D

wala naman maintaining balance, kailangan lang may laman funds pag may bibilihin ka sa Paypal. 2 days pa verification ng internet banking, ang problema nag verify na ako sa Paypal kaya hinihintay na yun 4-digit code... hay ang bagal talaga ng unionbank hahaha

there's no maintaining balance brader, and the ok thing about this is you need to first put funds on your Eon account before shopping. so no money on the Eon means no shopping, it's like a limiter for impulse buyers hahaha!

when you pay using PAYPAL, before you check out there will be an exchange rate (usd - peso or other currency to peso) at the bottom just above the check out button.

I have a Unionbank E-wallet VISA current account. I think it also works like the EON card but haven't tried using it online but based on the forums you can withdraw from Paypal using this. And it's a VISA card so I think pwede sa online purchases.  ;D

As I can recall, once you hit the BIN, it will redirect you to paypal and then sign in/enter your password. Paypal will then sent you e-mail for the payment confirmation.

For buyer, there's no service charge.  Mukhang seller lang ang may service charge.

I think the Bill me later works like this. The seller will send you the exact amount of the item then the buyer will send payment thru seller's email address. This happens when you negotiate for seller's final price or shipping cost still not fix that depends on item distination. I have done this several times and so far everything went smoothly.  :)

Depende sa usapan niyo yun shipping. Sa eBay nakalagay sir kung free shipping or kung may additional pa sa shipping. Ginagawa ko pag madami items tapos isa lang seller pwede consolidate na yun shipping so you only pay for one.

Hi, never used Paypal before just my normal credit card for online shopping. I know there are no charges for making online purchases but what about the currency conversion to Pesos. Do they use a higher rate or same lang as your local bank since yun credit card mo and naka-register sa Paypal account?

@ebay you can have multiple addresses aside from your reg. add & paypal add, just choose which address you want to ship your items.  :)

Post message to the seller of your present location, that your pp is same add on you cc issued by local bank. anyway, item will not be shipped unless payment is cleared and credited to seller's acct.

hello guys... i tried paypal.. using my local cc.. ayaw po gumana.. akala ko naman po.. hindi tayo pwede mag paypal.. hehe  ngayon ko lang po nakita itong thread na ito
