Not much to move around with your budget, but you can still get a great 22 inch LCD from Samsung which is the A450. I think it costs around 16k-17k. It's well within High Definition standards pumping out a crisp 720p picture and can even double as a PC monitor.
Reading your post I guess your future lifetime partner will be watching cable T.V during the rare moments she switches on the unit, bec. if that's the case I would suggest that you keep your money and stick with the ever reliable CRT. LCD's are not really the best medium for regular cable viewing, they're good but it won't give you that uber "wow" factor. I have a number of LCD's (Toshiba CV500, Samsung A550/A650/R81Bx) and my little 21 inch Philips CRT seems to better them in this area(I have to hypnotize myself just to make my LCD's really sparkle with cable). LCD's are bright by nature, so they tend to bring out all the flaws we get from regular Standard Definition programming.
Plasma is the way to go if you're heavy into cable T.V, as they present softer, more "earthly" colors that will tend to "mask" cable quirks.
Now, if you think she'll be using it a lot more in the future for DVD's and High Definition stuff like Blu-Ray in the future, then again, I'd say wait a little bit. Keep your money, save up some more to a level of around 35k - Then you'd get great choices like the Full HD Samsung 32A550 on the LCD front, while you can also consider the 32 inch LG Plasma. Other units like the 32LE8 and the LX80 (both Panasonic), Samsung 32A450, Toshiba 32AV500/550 are good LCD models that are well within the budget I prescribed (even lower).
Btw, like you said she rarely watches T.V and you may just want to get her something else
Or I'd throw that additional budget to your upcoming "once in a lifetime" occasion.
