WB Cartoons in VCD only?

Why are all those Warner cartoons - Looney Tunes, Flintstones, some Batman cartoons, etc.  available only in VCD, albeit they are packaged in DVD cases?

It's not like nobody have a DVD player.  On the contrary, 99.9% of Video players today support DVDs, and Magnavision has DVD replicator, so why release these on low-PQ VCDs?  Their license for these cartoons only covers VCDs?

Nauto nga ako, I purchased the Roadrunner one without carefully reading the box. It was in DVD casing and being sold among the DVDs - I got a big surprise when I got home.  >:(
