I've just got my hands on experience with a VIVA released DVD (District 9), I'm shocked that it is on a 4:3 video format, crappy video quality, and on 2 channel audio! Do all Viva released DVD like this???

No. Viva released DVD from Universal, ABC, Disney, and Fox are top notch. But those from independent film studios are more suspect. Read this thread (although I haven't updated it in awhile - got more worthwhile things to do...)
