CableLink disconnection fee

Very disappointed at Cablelink.  I had to request for my cable with them to be disconnected/discontinued after 10 years (long story). I used it for a small business. I requested to have my subscription with them cancelled over the phone and was told by their rep "no problem just send us an email stating your request for cancellation." I was told that I would also receive a reply from them as a confirmation. When I got their email I was surprised to see that aside from the monthly fee and the period which I used to the time I requested to cancel my account (which I don't mind paying) I was charged P700 for a disconnection fee which was never indicated on their bill nor was it explained by their rep. WTF?!

Anybody else experienced this? Isn't this deception? Is this even legal? Wala man lang naka-indicate sa bill nila about that. Mas mahal pa disconnection fee kesa sa monthly. Arghhh!! >:(
