WMA/V to Mpeg

Is there any program that converts Windows Media Audio/Video to Mpeg?
I already have the program to make vcds. the problem is the WMVs must be in mpg format.

I have some videos i want to play as video cds.

i would also recommend TMPGEnc.  just make sure your PC can decode WMV files since it will be using these filters for decoding prior to transcoding to MPEG.
