I have heard that there is console that upgrade your cable signal to near HD DVD quality. It cost around 15T.
Can somebody care to give some details about this? Does it really Upgrade cable signal? Can also upgarde other video souces like a ordinary dvd player?

you may be talking about a line doubler/scaler. the most this or an upscaling dvd player can do is upscale standard definition(480i) to hi def resolutions(720p, 1080i). but all this does is double the lines by "guessing" what information to add based on the surounding pixels. it doesn't really add any additional detail. this is also done by the television but there is some argument that an external scaler would do a better job than the tv. ymmv.

last i heard, line doublers cost more than 15k. they may cost 60k and up

Using an upscaling dvd player is usually sufficient to most folks unless you own a really hi-end system & must go for an external scaler which is very pricey.  :-[
