is there a waty to convert PAL dvd to NTSC dvd?

There are a few methods available, although they are quite time-consuming. I personally transcode PAL DVDs to uncompressed video then do the conversion using various video editing tools - complicated to do and explain. To make things simpler, you can follow a few solutions offered at this forum thread at Videohelp.com to help you get started.
