To the best of my knowledge, there are no original, licensed versions of the Initial D anime series released in the Philippines.  The comic shop C.A.T.S. imports R1 anime discs, but I believe the 4th Stage hasn't been licensed for R1 yet. Don't know if you can find original R2 or R3 versions locally.

Now I'm pretty sure if you look around, people will offer you anime discs which they inisist are original HK anime dvd's.  My response to that would be to advise you to refer to this site: http://www.digital.anime.org.uk/piratefaq.html
