Is it SOP at the Cannes that all the films get standing ovation from the audience? I'm not questioning the credibility of FOSTER CHILD's rapturous reviews from the French at the Cannes but only the total length  of standing ovation time the film got from the audience.

Yup, Cannes audiences seem to be the most appreciate and demonstrative of audiences anywhere.  I've heard these standing ovations also bandied about on other films.  I guess it's a good thing to have the drama reserved up to the last minute so audiences can sit up and notice as the last thing they'll remember about the film.  Hence, the long standng ovation.  Those last few minutes of tearful excess does remind you what this otherwise bland passionless documentary-like film is missing until that moment.
