CEB, A-RATING, TONY GLORIA, UNITEL PLUS LAURICE GUILLEN

May mga hindi maiwasang maglagay ng kulay sa  pagbibigay ng Cinema Evaluation Board o CEB ng ‘A’ rating sa bagong pelikula ng Unitel Pictures na La Visa Loca.

Dayalog ng isang respetadong film critic, hindi siya magtataka kung mas magustuhan niya ang Bikini Open na binigyan lang ng ‘B’ rating ng CEB kumpara sa La Visa Loca na ginawaran ng ‘A’ (na ibig sabihin ay entitled ito sa full tax rebate).

Ayon sa kanya, nagkasabay rin noon ang Bridal Shower (ng Seiko) ni Jeffrey Jeturian at Crying Ladies (ng Unitel) ni Mark Meily.

‘B’ rin ang nakuha noon ng Seiko movie mula sa CEB at ‘A’ ang ibinigay sa Unitel movie, pero nang panoorin niya ito ay di hamak na mas matino at mas maganda ang Bridal Shower kesa sa Crying Ladies.

Ngayon ay halos magkasabay na naman ang playdate ng bagong pelikula nina Direk Jeffrey at Direk Mark, at kagaya last time ay ganu’n na naman ang nakuhang rating ng kanilang respective films.

Napanood namin sa press preview ang Bikini Open at nagustuhan namin ito. May ibang presscon kaming dinaluhan kaya hindi kami nakapunta sa press preview ng La Visa Loca kamakailan, kaya hindi namin magawang pagkumparahin ang dalawang pelikula.

Sang-ayon kami sa obserbasyon ng nirerespetong film critic sa kaso ng Bridal Shower at Crying Ladies dahil sobrang naaliw rin kami sa pelikula ni Jeturian samantalang nadismaya kami sa pelikula ni Meily.

May mga nagsasabing malaki ang kaugnayan ni Ms. Laurice Guillen sa matataas na ratings na ipinagkakaloob ng CEB sa mga proyekto ng Unitel.

Malapit umano si Guillen sa mga taga-Unitel (nagprodyus ng pelikula niyang American Adobo) at meron itong ‘impluwensiya’ sa CEB (pinamumunuan ni Jackie Atienza) bilang head ng Film Development Council.

May mga nagtaas din ng kilay sa pagkakamit last year ng ‘A’ rating mula sa CEB ng pelikulang Santa Santita na pinrodyus ng Unitel at idinirehe ni Laurice Guillen samantalang ang Minsan Pa ni Jeffrey Jeturian ay binigyan lang ng ‘B’ rating.

Napanood namin pareho ang Santa Santita ni Guillen at Minsan Pa ni Jeturian, at para sa amin ay mas karapat-dapat na maka-‘A’ ang Minsan Pa kesa sa disappointing na Santa Santita.

Gusto naming isipin na hindi totoo ang isyung ito at patas ang pamunuan ng CEB sa pag-e-evaluate ng mga pelikula, maging sinuman ang nagprodyus nito.

Ayaw naming husgahan ang La Visa Loca hangga’t hindi namin ito napapanood.

Base sa trailer ay mukhang nakatutuwa ang pelikula kaya baka deserving itong makakuha ng mas mataas na rating kesa sa Bikini Open!

Disagree. Of course this is just my opinion.  I watched both films and enjoyed the Crying Ladies while I endured and suffered through The Bridal Shower.  I can't comment though on all the other films mentions as these are the only two movies from them that I've seen.  Respectable critic or not, difference of opinions are bound to happen.

I agree with the article's two out of the three examples. While I enjoyed Crying Ladies and I saw that it has more illustrious production values, Bridal Shower is just the better film. The biggest flaw of the CEB however is with the article's example of giving Santa Santita an A while the beautiful yet horribly underseen Minsan Pa merely received a B. Minsan Pa is one of the two Filipino films (the other one is Lavi Diaz's 10 hour opus) which I absolutely enjoyed (I liked a few others like Pa-Siyam but were bothered by some other aspects of those films). I have yet to see La Visa Loca but I thought Bikini Open is one fine fun film.

However, why does the CEB have to compare the films from the two differing production outfits. If two films released at the same time are of excellent quality, why not give both films an A rating and save them from paying taxes. Hindi lang naman ang Unitel ang quality production outfit, the CEB can save other studios too with its tax cut machinery.

This is bound to happen as Ms. Laurice Guillen being the head of Film Development Board and the agency is also connected with Cinema Evaluation Board.

There was a complaint before from one of the members of FAP that Ms. Guillen didn't abstain along with Nestor Torre when CEB gave Santa Santita the highest rating which is A.

The CEB really helps in terms of getting the investment of the producer since there will be tax rebates and we know that taxes, piracy and censorship are the main reasons why Philippine Cinema is in comatose.

I agree with Ms. Guillen's leadership in the Film Development Board but then films should be treated fairly and equal in giving ratings from the CEB. Another grievance that was raised to her was that she used her position in travelling to film festivals abroad.

Laurice has been getting a lot of flack over the way she's been handling Cinemalaya. I heard she's been editing certain entries and has been pushing her weight around.

Isa ako sa mga tangang miyembro ng CEB.

Miyembro din sa ngayon sina Eddie Romero, Doy del Mundo, Roy Iglesias, Nestor Torre, Joyce Bernal, Leo Martinez, June Keithley, Maan Hontiveros, Leah Navarro, Mitch Valdez, Juaniyo Arcellana, Chinggoy Alonzo, Tommy Abuel, Salve Asis, atbp. Ang kasalukuyang chair ay si Jackie Atienza, dating producer for
Bancom (nakatrabaho namin nina Lino Brocka at Ricky Lee sa pelikulang Jaguar).

At one time or another naging miyembro din ng CEB at ng predecessor nitong FRB sina Lourd de Veyra, Boots Anson Roa, Armida Siguion-Reyna, Bibeth Orteza, Marra PL. Lanot, Gina Alajar, Ricky Lee. Dating chair ang yumaong si Bibot Amador.

Hindi miyembro si Laurice Guillen, although ang CEB ay administratively part of the Film Development Council (ni hindi ako sure kung ito nga ba ang tamang pangalan). The only time I saw Laurice at a CEB function was when we were all new appointees and she welcomed us. Early on, I seem to recall that there was a kind of workshop cum group discussion to orient us on the functions of CEB.

Marami ring miyembro na hindi connected sa film industry. Pero kung connected ka sa film industry at involved ka in any way sa isang production, ang rule dito ay hindi ka puwedeng manood at bumoto.

Halo-halo ang tao sa CEB at may iba-ibang panlasa sa pelikula at ang decisions are by a majority vote. Hindi ako laging kaisa ng majority, pero ganyan naman ang botohan. Ika nga, win some, lose some.

Ewan ko kung mabuti ito o hindi, pero walang miyembro ng CEB sa ngayon na below 30 years old, at inaamin kong marami sa amin ang jurassic na (bago matapos ang taong ito ay senior citizen na ako) at maaaring jurassic na rin ang panlasa namin sa pelikula. Ang rating din kung minsan ay depende kung sino
ang present sa isang CEB review session. Bago mag-review ay hindi naman sinasabi sa amin kung ano ang ipapalabas, kaya hindi kami puwedeng pumili ng panonoorin.

Absent ako nang rebyuhin ang dalawa sa mga binanggit mong pelikula, pero nandoon ako ng rebyuhin ang Noon at Ngayon at ang Crying Ladies. Hindi ko maalala kung ano ang boto ko sa Noon at Ngayon. Hindi ko ikinahihiya ang desisyon kong bumoto ng A para sa Crying Ladies.

Hindi lahat ng pelikulang gawa dito sa atin ay isinusumite sa CEB.

May hindi na isinusumite at all dahil sa tingin naman ng producer ay walang pag-asang maka A or B rating.

May pelikulang hindi naisumite dahil hindi agad natapos at kailangan nang ipalabas sa sinehan (ang CEB review ay kailangang bago ipalabas sa sinehan, dahil ang punto rito ay pagbibigay ng tax rebate).

Maaaring may pelikulang hindi isinumite dahil walang pambayad ang producer ng review fee. (Ewan ko kung me
nangyari nang ganito.)

Maaaring mayroon ding hindi isinumite dahil hindi bilib ang producer sa CEB. (Ewan ko rin kung me nangyari nang ganito, pero hindi imposible.)

Maraming isinumite na hindi nakaka-rate ng either A (100-tax rebate if CEB majority during review session thinks all aspects of the film are of high quality) or B (60-percent tax rebate if CEB majority during review session thinks the film may be flawed in some aspects but is still generally well-made, especially in the context of current filmmaking in the Philippines).

Isusumite ba sa CEB ang mga indie films na nabigyan ng grant para sa Cinemalaya festival? Kung isusumite, maka-rate naman kaya batay sa pamantayan ng kasalukuyang kasapian ng CEB? Ewan ko, pero pipilitin kung huwag umabsent, puwera lang doon sa isang pelikula ni Sig Sanchez na dakilang extra ako.

Ang masasabi ko lang, indi naman komo indie ay magaling. Marami akong sinulat na experimental na tula noong bata ako na ikinahihiya ko ngayon, at nagpapasalamat ako na hindi na sila na-publish. Pagtanda n'yo at titingnan n'yo ang mga pinaggagawa n'yo ngayon, baka sakaling maintindihan n'yo ang ibig kong sabihin.

They should amend the rules, the CEB in order that fairness will maintain while rating the movie. Imagine MAGNIFICO got only B rating as oppose to Marilou Diaz Abaya's NOON AT NGAYON which is A.

Agree with Pete Lacaba regarding the members of the CEB, they should welcome and appoint also youngblood and newbies in the film industry who are very much qualified to be members of the CEB.

Laurice Guillen has been replaced by Jackie Atienza as the head of Film Developement Board without Guillen's knowledge. Expect some changes at CEB. Atienza was one of the former producer of the defunct Bancom Audiovision, incidentally produced Guillen's classic SALOME and Eddie Romero's AGUILA.
